  2. Execute Bill of Sale: Complete this Form SUT 1 compliant Bill of Sale with Federal Odometer Certification.
  3. Submit to DMV: The buyer presents this form to Virginia Department of Motor Vehicles (DMV) to pay state vehicle sales tax and complete registration.
