  2. Execute Bill of Sale: Complete this Form PS2000 compliant Bill of Sale with Federal Odometer Certification.
  3. Submit to DMV: The buyer presents this form to Minnesota Driver and Vehicle Services (DVS) to pay state vehicle sales tax and complete registration.
