How to Transfer a Car Title in Maryland

  1. Sign Title: The seller must release ownership on the Certificate of Title.
  2. Execute Bill of Sale: Complete this Form VR-181 compliant Bill of Sale with Federal Odometer Certification.
  3. Submit to DMV: The buyer presents this form to Maryland Motor Vehicle Administration (MVA) to pay state vehicle sales tax and complete registration.

Statutory Notice (MD)

Maryland requires a notarized bill of sale if the vehicle is 7 years old or newer and the sale price is less than fair market value book value.

Notary Requirement: Mandatory or advised in Maryland.
