How to Transfer a Car Title in Delaware

  1. Sign Title: The seller must release ownership on the Certificate of Title.
  2. Execute Bill of Sale: Complete this Form MV-24 compliant Bill of Sale with Federal Odometer Certification.
  3. Submit to DMV: The buyer presents this form to Delaware Division of Motor Vehicles to pay state vehicle sales tax and complete registration.
