How to Transfer a Car Title in California

  1. Sign Title: The seller must release ownership on the Certificate of Title.
  2. Execute Bill of Sale: Complete this REG 135 compliant Bill of Sale with Federal Odometer Certification.
  3. Submit to DMV: The buyer presents this form to California Department of Motor Vehicles (DMV) to pay state vehicle sales tax and complete registration.

Statutory Notice (CA)

California law requires the seller to provide valid smog certification if the vehicle is over 4 model years old, unless exempt. Seller must report sale on Form REG 138 within 5 days.
